In a decisive move to ensure peace and stability during the sacred month of Muharram-ul-Haram, the federal government has announced that it will take strict administrative actions against individuals spreading religious hatred, particularly on social media platforms. This announcement was made following a high-level security meeting chaired by Federal Interior Minister Mohsin Naqvi in Islamabad.
The meeting focused on devising a comprehensive and unified security strategy for Muharram across all provinces, including Azad Jammu and Kashmir, Gilgit-Baltistan, and the federal capital. Key stakeholders from various law enforcement and civil administration departments participated in the meeting, which was also joined via video link by provincial and regional police chiefs, Rangers’ officials, and other senior law enforcement representatives.
Among the attendees were Minister of State for Interior Talal Chaudhry, Secretary Interior, Acting Chairman of CDA, Commandant Frontier Constabulary, DC Islamabad, DIG Islamabad Police, IGs of Azad Kashmir and Gilgit-Baltistan, Secretaries of Interior, and DGs Rangers from Punjab and Sindh.
Strict Measures Against Online Hate Speech
A major focus of the meeting was the potential threat posed by religiously motivated hate speech on social media platforms. The participants unanimously agreed that strict action will be taken against individuals or groups who use digital platforms to incite sectarian violence or spread religious intolerance.
To effectively counter this threat, it was decided that cyber monitoring cells will be actively tracking content, and anyone found violating the code of conduct during Muharram will face legal consequences under cybercrime and terrorism laws.
Internet and Mobile Services May Be Suspended
The meeting also discussed whether to impose temporary internet or mobile service shutdowns in sensitive areas during key Muharram days. However, it was agreed that such decisions will be taken only after consultation with the provincial governments, ensuring a balance between public convenience and security necessities.
Surveillance Through Modern Technology
Interior Minister Mohsin Naqvi emphasized the importance of using modern surveillance tools for real-time monitoring of Muharram processions and gatherings. He stated that CCTV cameras, drone monitoring, and other smart surveillance systems will be deployed in coordination with local law enforcement to ensure the safety of participants.
Naqvi added, All necessary steps and decisions will be taken in mutual consultation with the provinces. The federation will provide every possible support to ensure peace and security across the country.
Code of Conduct to Be Enforced Strictly
A clear message was sent to all involved stakeholders that the code of conduct for Muharram-ul-Haram will be enforced with zero tolerance. This includes restrictions on hate speech, wall chalking, the use of loudspeakers beyond permitted limits, and unauthorized processions.
Authorities were instructed to maintain close coordination with community leaders, religious scholars, and peace committees to ensure mutual understanding and cooperation during this sensitive time.
Ensuring National Unity and Religious Harmony
Minister Naqvi also stressed that no one will be allowed to exploit religious sentiments or attempt to destabilize national unity. He highlighted that the sanctity of Muharram must be preserved, and those attempting to provoke tensions will be dealt with firmly.
