The federal cabinet is preparing to approve Pakistan’s first-ever National Artificial Intelligence (AI) Policy, developed by the Ministry of Information Technology and Telecommunication (MoITT). This policy introduces a national roadmap to unlock the potential of AI technologies in boosting innovation, job creation, and digital transformation.

Vision for AI-Driven National Growth

The primary objective of this policy is to use artificial intelligence to drive inclusive growth, enhance public services, and develop a skilled digital workforce. By embedding AI across multiple sectors — from education and healthcare to agriculture and industry — the government aims to transform Pakistan into a knowledge-based economy.

Training One Million People in AI

A major initiative in the policy is the training of one million people in AI over the next three years. To support this ambitious target, 10,000 AI trainers will be developed to facilitate learning and guide trainees across different regions of the country. This large-scale training effort aims to equip youth and professionals with future-ready skills in data science, machine learning, and robotics.

Launch of Nationwide Awareness Campaigns

To increase public understanding of artificial intelligence, the policy proposes mass awareness programs that will run across Pakistan. These campaigns will focus on educating citizens about the importance of AI, its applications, and how it can be adopted in daily life and business.

AI Scholarships and Professional Certifications

To further encourage AI education, a dedicated scholarship fund will be established. The draft policy targets 3,000 AI scholarships every year by 2028, giving students access to formal education in emerging technologies. In parallel, the government plans to issue 200,000 AI certifications annually, increasing employment prospects for skilled individuals and ensuring recognition of their expertise on a global scale.

Interest-Free Loans for Startups

Entrepreneurs and startups working in the AI space will receive a boost through the disbursement of 15,000 interest-free loans. This support aims to empower local innovators, drive economic activity, and help launch AI-based products and services. These financial tools will also help reduce barriers for young entrepreneurs and recent graduates.

Establishing the National Artificial Intelligence Fund

The policy includes the creation of a National Artificial Intelligence Fund to finance research, development, and the deployment of AI solutions across the country. The fund will support academic institutions, private companies, and government projects focused on using AI to address local challenges such as traffic management, healthcare diagnostics, and agricultural productivity.

Centers of Excellence in AI and Emerging Technologies

As part of its long-term goals, the policy recommends setting up multiple Centers of Excellence in AI. These institutions will provide advanced training, conduct R&D, and collaborate with international organizations to create localized AI applications. They will serve as innovation hubs where academia and industry can work together to build cutting-edge solutions.

Implementation Strategy and Oversight

To ensure effective implementation, the policy envisions the formation of specialized working groups and an implementation cell under the Ministry of IT. These groups will monitor progress, coordinate between stakeholders, and ensure timely execution of projects. The policy will be continuously updated to align with global best practices and technological developments.
