Jazz and NDMA Join Forces to Send Lifesaving Flood Alerts to Over 23 Million Pakistanis

In response to the ongoing monsoon floods wreaking havoc across various regions of Pakistan, Jazz, the country’s leading digital operator, has teamed up with the National Disaster Management Authority (NDMA) to roll out a nationwide geo-fenced SMS alert system. This initiative, powered under the Disaster Early Warning System (DEW-3 – Monsoon), aims to warn and inform millions of at-risk citizens in real time, helping reduce casualties and improve disaster readiness.

With more than 23 million Jazz users residing in flood-prone regions identified by NDMA, this initiative marks a major step forward in risk communication. These individuals now receive precise, location-based alerts on their mobile devices, informing them of potential floods or dangerous weather conditions. The alerts are designed to promote timely evacuation or safety measures, potentially saving lives in areas where traditional communication channels may be limited or slow.

This early warning system forms part of a broader public-private collaboration strategy aimed at leveraging technology for national disaster preparedness. Jazz’s ability to harness its nationwide network coverage and advanced geo-fencing tools has proven instrumental in the success of this operation. By targeting users based on their physical location, the messages reach only those directly in harm’s way—ensuring timely and relevant alerts without overwhelming the entire subscriber base.

Commenting on this critical development, Aamir Ibrahim, CEO of Jazz, said, “This partnership is a powerful demonstration of how public and private sectors can work hand-in-hand to use technology for protecting lives and strengthening communities. As the monsoon season continues, we are committed to reaching even more people and ensuring no one is left uninformed.”

He emphasized that technology, when applied thoughtfully, can bridge the gap between government institutions and vulnerable citizens during times of crisis. Jazz’s role is not limited to alert delivery—it is also about enabling an ecosystem of preparedness where digital tools support real-time decision-making for both authorities and the public.

The NDMA echoed this sentiment, stating that the integration of geo-fenced SMS alerts has allowed them to deliver targeted messages faster and more effectively. “The ability to deliver localized warnings through the country’s largest mobile network significantly enhances our outreach,” an NDMA official said. “This kind of innovation is what Pakistan needs to cope with the increasing frequency of climate-driven disasters.”

In addition to SMS alerts, NDMA is also actively utilizing mainstream media, social media platforms, and its mobile application, the Pak NDMA Disaster Alert app, to keep citizens informed about evolving weather conditions. Together, these tools form a comprehensive communications strategy that empowers communities with up-to-date, accurate information, reducing panic and improving response time.

The collaboration between Jazz and NDMA was formally launched in March 2025 as part of a broader initiative to modernize Pakistan’s disaster response framework. This partnership is not limited to the monsoon season alone. During recent heatwave warnings, Jazz’s infrastructure was similarly used to alert individuals living in high-temperature zones, demonstrating the scalability and versatility of the system.

The technical backbone of this initiative relies on geo-fencing—an advanced technique that allows mobile networks to define specific boundaries and deliver messages exclusively to users within those geographic areas. This ensures that emergency alerts are relevant, hyper-localized, and free from unnecessary noise.

Jazz’s disaster response strategy also includes long-term planning, with infrastructure upgrades and the development of digital response solutions that can be rapidly deployed as new risk zones emerge. The company aims to continue building partnerships that enable proactive, tech-driven solutions for disaster mitigation in Pakistan.

As Pakistan continues to face the growing challenges of climate change—marked by floods, heatwaves, and other extreme weather events—this collaboration between Jazz and NDMA serves as a shining example of how innovation and partnership can create impactful change. It underscores the importance of preparedness, timely communication, and collective responsibility in navigating the complexities of modern-day natural disasters.

For now, the focus remains on ensuring the alert system continues to deliver real-time, lifesaving information as the monsoon unfolds—protecting the most vulnerable and reinforcing a national culture of resilience.
