Prime Minister Muhammad Shehbaz Sharif inaugurated the Faceless Customs Assessment System of the Federal Board of Revenue (FBR) at Karachi Port on Wednesday, marking a transformative step in Pakistan’s customs operations.
The advanced system aims to streamline customs clearance by significantly reducing processing times and enhancing transparency. Under the new system, the minimum customs clearance duration is now 15 to 20 minutes, with a maximum duration of 19 hours—an unprecedented improvement.
Key Features of the Faceless Assessment System:
- Enhanced Transparency: The system eliminates direct contact between importers and customs officers. Importers are unaware of the officer handling their cargo, and officers remain uninformed about the importer, minimizing the potential for malpractice.
- Faster Processing: The streamlined workflow prevents distractions such as the use of social media applications on customs processing computers, expediting operations.
- Improved Integrity: The system is a core part of the FBR’s reform program, designed to combat corruption and uphold fairness in customs operations.
Amenities for Staff and Optimized Work Environment
To ensure optimal working conditions, staff operating the system have access to essential amenities, including food, prayer spaces, and washrooms within the work area. Mobile phone usage is strictly prohibited during working hours to maintain focus and efficiency.
Positive Impact and Vision
The system has facilitated a smoother clearance process for importers, reducing complaints by 80% and contributing significantly to ease of doing business. By assigning honest and dedicated officers to manage the digitalized system, the initiative aligns with the Prime Minister’s vision of fostering accountability and efficiency in public service.
This innovative step not only accelerates customs procedures but also represents a milestone in combating corruption and modernizing Pakistan’s trade infrastructure.
