The federal government is preparing for the BEEP app relaunch, aiming to provide a secure, locally developed communication platform for government officials across Pakistan. The initiative was discussed in detail during a meeting of the National Assembly Standing Committee on Information Technology and Telecom, where officials confirmed that the application is expected to roll out within the next few months.

Developed by the National Information Technology Board (NITB), BEEP has been designed specifically to meet the communication and data security needs of the public sector. According to NITB CEO Faisal Ratyal, the app has been fully developed within Pakistan and certified by all relevant government agencies, ensuring compliance with national security and data protection standards.

Background of the BEEP Application

The idea behind the BEEP app relaunch is not entirely new. The platform was first introduced in August 2023 during a trial phase under the leadership of former IT Minister Syed Amin Ul Haque. While the initial rollout was limited, it laid the groundwork for refining the app’s features, improving security protocols, and addressing concerns raised by lawmakers and technical experts.

Now serving as Chairman of the National Assembly IT and Telecom Committee, Mr Haque has emphasized the importance of timely implementation. During the committee session, he urged NITB to ensure that the application is launched without further delays, highlighting its relevance in today’s digital governance landscape.

Purpose and Scope of the Relaunch

The core objective of the BEEP app relaunch is to offer a secure messaging and collaboration platform exclusively for government employees. The app is intended to replace reliance on foreign-owned platforms for official communication, particularly for sensitive discussions and document sharing.

The rollout will take place in phases, starting with federal ministries and their attached departments. Over time, it is expected to expand to other public sector institutions across the country. This phased approach is designed to ensure smooth adoption, technical stability, and proper user training.

Integration With Federal e-Office System

One of the most significant aspects of the BEEP app relaunch is its planned integration with Pakistan’s federal e-Office system. This integration will allow officials to securely exchange messages, share documents, and coordinate workflows within a unified digital environment.

The federal e-Office system was previously introduced to reduce paperwork, improve transparency, and streamline administrative processes. Lawmakers had earlier expressed concerns about the safety of official communications, especially in the context of global cyber threats and conflicts witnessed in recent years. In response, NITB incorporated stricter security measures, and the National Computer Emergency Response Team (NCERT) has formally cleared the app for official use.

Data Localization and Strategic Importance

Unlike popular messaging platforms such as WhatsApp, whose data servers are located outside Pakistan, BEEP’s servers are based within the country. This data localization is a key strategic advantage of the BEEP app relaunch, as it reduces exposure to foreign surveillance and strengthens national digital sovereignty.

The app’s design has reportedly drawn inspiration from secure international platforms while being tailored to Pakistan’s legal and institutional requirements. This balance between global best practices and local control is seen as a major step forward in government IT infrastructure.

Cost Model and Sustainability

Addressing questions about operational costs, officials explained that BEEP will function on a usage-based fee model. While efforts are underway to make the platform financially self-sustaining, revenue generation is not its primary goal.

According to the Secretary IT, the main priority of the BEEP app relaunch is to ensure secure, reliable, and efficient communication across state institutions. Any cost recovery mechanisms will be secondary to maintaining service quality and security.

As the government moves closer to implementation, expectations around the BEEP app relaunch continue to grow. If executed effectively, the platform could significantly reduce dependence on external communication tools, improve coordination within government bodies, and enhance data security.
