Pakistan and germany conclude 2025 Bilateral development cooperation talks with €114 million commitment.

The Governments of Pakistan and the Federal Republic of Germany successfully concluded the 2025 Pakistan-Germany Bilateral Negotiations on Development Cooperation in Islamabad. The discussions were co-chaired by Mr. Muhammad Humair Karim, Secretary of the Ministry of Economic Affairs, and Ms. Christine Toetzke, Director-General of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).

Also present were Ms. Ina Lepel, Ambassador of Germany to Pakistan, and Ms. Saqlain Syeda, Ambassador of Pakistan to Germany, who highlighted the enduring institutional and diplomatic partnership between the two nations.

Germany announced a new development commitment worth €114 million for 2025–26, focusing on key areas including climate and energy (just transition), sustainable economic development and vocational training, and social protection.

Secretary Muhammad Humair Karim expressed appreciation to the German government for its long-standing support in advancing Pakistan’s renewable energy, employment generation, and social protection initiatives. He emphasized the importance of aligning future cooperation with Pakistan’s Economic Transformation Plan, “URAAN Pakistan.”

Ms. Christine Toetzke commended Pakistan’s ongoing reform efforts and reaffirmed Germany’s commitment to supporting the country in confronting challenges related to climate change, economic transformation, and social inclusion. Ambassador Ina Lepel praised the deep-rooted partnership, underscoring Germany’s dedication to promoting sustainable growth, good governance, and people-centered development in Pakistan.

At the conclusion of the negotiations, Secretary Economic Affairs Mr. Muhammad Humair Karim and Director-General Christine Toetzke signed the Summary Record of the 2025 Pak-Germany Bilateral Negotiations on Development Cooperation, formalizing the new commitments.

Both sides reaffirmed their resolve to strengthen collaboration under the Pakistan-German Climate and Energy Partnership, expand coordination on vocational training and youth employment, and enhance cooperation in social protection and disaster resilience. The next round of bilateral negotiations will take place in Berlin in 2027.
