Russia lifts temporary ban on gasoline exports for major producers, extends restrictions for independent traders.

Russia’s government has lifted a temporary ban on gasoline exports for major producers, such as Gazprom Neft, Lukoil, and Rosneft, while extending restrictions for independent traders and re-sellers until January 31, 2025. The initial ban, set to expire at the end of this year, does not apply to supplies to the Moscow-led Eurasian Economic Union, which includes some former Soviet states, or countries like Mongolia with inter-governmental fuel agreements with Russia.

The decision to ease the export restrictions aims to maintain stability in the domestic fuel market, support the oil refining sector, and combat grey exports of motor gasoline.

In 2023, Russia produced 43.9 million metric tons of gasoline and exported around 5.76 million tons, which accounts for about 13% of its production. The largest importers of Russian gasoline are mainly African countries, including Nigeria, Libya, Tunisia, and the United Arab Emirates.
