On August 1, 2024, Evan Gershkovich, a US journalist, and Paul Whelan, a former US Marine, returned to the United States following a landmark prisoner exchange with Russia. This significant swap is one of the largest between the two countries since the Cold War era.
The White House confirmed that the exchange was negotiated in collaboration with Russia, Germany, and three other countries. The covert negotiations, which lasted over a year, culminated in a deal involving 24 prisoners. Sixteen of these individuals were transferred from Russia to Western nations, while eight were sent to Russia. Among the released prisoners was Vadim Krasikov, a former Russian FSB security officer convicted of murdering an exiled Chechen-Georgian dissident in Berlin. Krasikov was serving a life sentence at the time of the exchange.
US President Joe Biden praised the deal as a “feat of diplomacy and friendship” and commended the “bold and brave decisions” made by Washington’s allies. The exchange was celebrated at Joint Base Andrews, Maryland, where President Biden and Vice President Kamala Harris greeted the returning Americans. Alongside Gershkovich and Whelan, journalist Alsu Kurmasheva and Russian dissident and US resident Vladimir Kara-Murza were also welcomed.
In a personal gesture, President Biden removed his lapel pin and gave it to Whelan as he disembarked from the Bombardier Global 7500 aircraft. This exchange marks a notable diplomatic success for the Biden-Harris administration, especially as Vice President Harris prepares to run for president in the upcoming election following Biden’s withdrawal from the race.
Russian President Vladimir Putin also met the returning prisoners in Moscow, promising them state awards. Putin described the return of Vadim Krasikov as a significant victory, emphasizing that Russia had “not forgotten” him. Krasikov, a colonel in the Russian FSB, had been a prominent figure in the high-profile murder case that drew international attention.
